The Pinole Point Business Park is a master planned business park encompassing approximately 150 acres of land bounded by the UPRR Railroad Right of Way to the north, Burlington-Northern (AT&SF) Railroad Right of Way to the South, the West County Detention Center to the West and the Tara Hills development to the East.
In December, 1997, East Bay Regional Park District acquired a portion of the Master Planned Business Park with the intent of integrating it into the Point Pinole Regional Park Master Plan, which includes the linking of numerous existing trails into one continuous "Bay Trail." Since then, Milani & Associates has been working with the East Bay Regional Park District to facilitate improvements to the planned "Bay Trail," as well as future vehicular and pedestrian access to the Point Pinole Park Facility.
To protect the quality of water in the surrounding creeks, lakes and the Bay, Milani proposed a planned detention basin adjacent to the Steel Scape Facility (formerly the MSC-Pinole Point Steel). Additional, innovative phased grading and staged temporary access roads (proposed by Milani) enabled continuous, un-interrupted vehicle access to the plant, which maintains a 24 hour work schedule.
The development also involved the extension of approximately 2.5 miles of 16" diameter welded steel water line within the realignment of Atlas Road, a minor arterial within the City of Richmond. For this extension, Milani worked closely with EBMUD in the preparation of preliminary work agreement and a main line extension agreement for the extension constructed in conjunction with the Atlas Road Assessment District.
Additional goals and objectives the project was required to meet included protecting the visual character of the City, creating a setting with amenities that attract and retain businesses, jobs, talented people and a vibrant culture, as well as measures for abating traffic and noise.
Project development requirements included the preparation of digital aerial mapping (prepared utilizing photogrammetric methods), preparation of three subdivision maps and the preparation of phased improvement and grading plans.
This complex and multi-dimensional project presents the type of challenges that Milani & Associates is known for overcoming. Milani & Associates is currently the engineer of record for the master grading and site improvements for the Pinole Point Business Park.
